In 1949 Ivan studied at Voronezh State Pedagogical Institute.

Ivan was born on November, 11, 1920 in Kozlovka, Bobrovsky district, Voronezh governorate, Russian Federation in a family of peasants.
He graduated from the Soviet Trade College in Buturlinovka in 1941, the regional party school in 1948, the history department of the Voronezh State Pedagogical Institute in 1949, and the Berezovo Agricultural Technical School in 1965.
Served as a secretary of the Buturlin district committee of the All-Union Lenin Communist Union of Youth from 1941 to 1942, then as a secretary of the Buturlin district Committee of the All-Union Communist Party (Bolsheviks) from 1945 to 1946. Became Second Secretary of the Anninsk District Committee of the CPSU in 1948, his tenure lasted for 3 years. After that, he was First Secretary of the Korotoyak (1951-1956), Berezovo (1956-1962), Anninsk (1962-1970) District Committees of the CPSU. At the end of his career, he served as head of the personnel department of the regional department of bread products from 1970 to 1976. Participated in the Great Patriotic War.
