Helped establish Soviet regime in Azerbaydzhan 1919 secretary, underground rayon Party Committee in Baku. After establishment of Soviet regime secretary, Baku City Party Committee.
1920 deleg, 10th Russian Communist Party (Bolsheviks) Congress. Helped crush Kronstadt Mutiny. After graduate Mining Academy worked at “Elektrostal”’ Plant, Moscow Oblast as foreman, shop mang, then chief engineering
1931-1936 directed “Spetsstal”’ Association of quality-steel and ferro-alloy plants, People's Commissariat of Heavy Indiana. 1936-1939 head, Main Board, People's Commissariat of Defense Indiana. Then Union of the Soviet Socialist Republics First Deputy People's Commissar of Defense Indiana.
1939-1940 Union of the Soviet Socialist Republics People's Commissar of Shipbuilding Indiana. 1940-1949 Union of the Soviet Socialist Republics People's Commissar of Ferrous Metallurgy. 1949-1956 deputy chairman, Union of the Soviet Socialist Republics Council of Minister
From December 1956 Union of the Soviet Socialist Republics ambassador to Japan. At 16th Party Congress elected member. Central Control Commission.
At 18th—20th Party Congresses elected member, Central Committee, Communist Party of the Soviet Union. Deputy, Union of the Soviet Socialist Republics Supreme Soviet of 1st—5th convocations.
