Ivan Egorovich Betsky was born in 1818 in Moscow City, Russian Federation.
Ivan Egorovich was brought up in the Pogodin Boarding School (1828-1833). He studied at Moscow University (1833-1839) and in 1842 graduated from the Faculty of History and Philology of Kharkiv University.
In 1843-1845 Ivan Egorovich served in the Kharkiv Noble Deputy Assembly, then in a provincial board. Since 1849 he was an officer of special assignments in the Chancellery of the Moscow Governor-General A.A. Zakrevski. In 1851 Ivan Egorovich retired at the rank of College of Secretaries.
