He graduated from the Moscow School of Painting, Sculpture and Architecture. His teachers were A. E. Arkhipov and K. A. Korovin.
Since 1917 he was the participant of exhibitions of the Association of artists of revolutionary Russia, the Association of artists of the revolution, the Society of Artists of the Moscow School and others.
The author of works: "Still Life" (1917), "V. I. Lenin on the Stand " (1923), "Shlisselburg" (1926), "Portrait of F.E. Dzerzhinsky" (1926), "The Volga. Ples." (1940), "At the approaches to Moscow" (1942).
In Ostrogozhsk he taught fine arts in one of the schools, he directed the art studio (1918). Degtyarev's works "Self-portrait", "Snack on the table" from the collection of Ostrogozhskaya Picture Gallery named after I.N. Kramskoy lost during the Great Patriotic War.
