He graduated from the parish school (village Losevo, Pavlovsky district, 1836), Pavlovsk Theological School (1840).
In 1855 Ivan Gavrilovich became a monk. He was a lecturer at Pskov Theological Seminary (1853-1859), inspector of St. Petersburg Theological Seminary (1859-1862). Iosif was a rector of Kostroma Theological Seminary (1862-66), at the same time the abbot of the Mother of God monastery. He was a rector of Vyatka Theological Seminary (1866-1870), at the same time editor of Vyatka Eparchial Gazette. Iosif was a pastor of Likhvinsky Pokrovsky Monastery (Likhvin, Kaluga province, 1870-1873) and member of St. Petersburg Committee for Spiritual Censorship (1873-1881). Pastor of Moscow Zaikonospassky monastery (1881-1884) and Bishop of Balta, Vicar of Kamenetz-Podolsk Diocese (since 1884).
He is the author of more than 20 historical, church and theological books and many essays published in Pskov Provincial Gazette, the magazines "Spiritual Conversation" (since 1859), "The Wanderer" (since 1864) and others.
