In 1917 he joined Russian Social Democratic Labor Party, was a participant of the Civil War. Ivan Ivanovich ended 3 courses of law faculty of Moscow State University in 1920 and received the position of Chairman of the party Troika of the political Department of the 14th army of the southern front.
Ivan Ivanovich was Deputy people's Commissar of Finance since 1937. Ivan Miroshnikov was unreasonably repressed on 3 February and shot on July 30, 1938. He was rehabilitated on March 14, 1956.
In period from 1920 till 1937 was an active member of the Communist Party of the Soviet Union, held senior leadership positions.
