He graduated from Motor Vehicle Department of Voronezh Forestry Institute (1971), Rostov Interregional Higher Party School attached to the CPSU Central Committee (1984).
Since 1973, he was a senior mechanic of Voronezh cargo (from 1974 - passenger) motor transport enterprise № 3 of Central Black Earth Territorial Transport Administration. Since 1980, Vladimir Ivanovich was an instructor of the department of transport and communications of CPSU Voronezh Regional Committee; deputy chief, chief engineer of Voronezhavtotrans administration since 1982; head of the department of transport and communications of CPSU Voronezh Regional Committee since 1987.
Since 1991, Vladimir Ivanovich was a chief engineer and 1st Deputy Director-General; since 1998, Director-General of RAO “Voronezhavtotrans”. He was a deputy of the regional Duma of the II-IV-th sessions.
Vladimir Ivanovich is the 1st Deputy Chairman of the Voronezh Regional Duma since 2005; Chairman of the Voronezh Regional Duma since September 8, 2005.
