In 1942, Ivan Stepanovich graduated from the Telavskoye Military Infantry School, Georgia. In 1946 graduated from the Higher Officers School of Staff Service, and Frunze Military Academy in the year 1956.
After the Great Patriotic War, Ivan Stepanovich Lyutov served in the troops of the Kuban military district, in the troops and headquarters of the North Caucasus and Siberian military districts.
Since 1965, Ivan Stepanovich worked as a teacher, senior teacher, deputy head of the research department of Frunze Military Academy. During 1972-1976 he was a member of the editorial board of "SME"(Soviet Military Encyclopedia), editor-in-chief of the section "Military Art" from 1972 to 1976; at the same time was employed as the professor of the Academy of the General Staff (1972-1985).
In the years 1985-1991was a Deputy Chief of Staff of the United Armed Forces of the Warsaw Treaty. Since 1991, an employee of the non-governmental research organization "RAU-Corporation" at the Russian-American University.
Ivan Stepanovich is the author of more than 140 scientific papers, including the book "The Allied Coalition Interaction: From the Experience of the First and Second World Wars" (Moscow, 1988).
