Mortier was born on July 10, 1959 in Laval, France; the son of Louis Mortier and Marie-Therese Bernier.
Mortier graduated from Ecole Nationale Superieure de Chimie de Rennes in 1983. Four years later he was given a Doctor of Philosophy degree from the University of Rennes I.
Mortier began his career as a postdoctoral fellow at Northwestern University in 1987. A year later he took a position of a senior scientist at Rhone-Poulenc Secteur Agro in Lyon and held it for a year and again in 1991-1994. Also in 1990 Jacques held the same position at Rhone-Poulenc Agriculture Limited in Ongar.
Then in 1994 he worked as an assistant professor at the University of Rennes I. Since 1999 he has been a professor of organic chemistry at the University of Maine.

On October 25, 1991 Jacques Mortier married Marie-Jeanne Cloet-Osselaer. They have 2 children.
