Atwater received a Bachelor of Science degree from the University of Utah in 1975. The same year he earned his Bachelor of Arts degree from State University of New York.
Atwater served in the United States Marine Corps from 1963 to 1967. Then in 1968, he began his career as a chemist at Wyoming Mineral Corporation. In 1980, James took a position of a chief chemist at Earth Sciences, Inc.
Also he worked as a laboratory manager at Geotechnical Resources Ltd. from 1982 to 1984. Also in 1984, Atwater became a general manager at that company. Two years later he was appointed a laboratory manager at UMPQUA Research Company. In 1991, James held a position of a program manager at the same company. Since 1993 he was a technical director at UMPQUA Research Company.
