Career
Gallagher was born in Philadelphia, Pennsylvania. He attended the public schools and the Pierce Business College in Philadelphia. He was elected to congress as a Republican in 1942.
He was an unsuccessful candidate for reelection in 1944.
He was elected to congress again in 1946. Finally, he was an unsuccessful candidate for renomination in 1948.
