Career
Born in Pilot Point, Texas, Noel received a Bachelor of Surgery in civil engineering from Southern Methodist University in 1931, a Bachelor of Surgery in Commerce from that institution in 1932, and an Bachelor of Laws from Southern Methodist University School of Law in 1937. He was an Assistant district attorney of Dallas County, Texas from 1937 to 1938. He was an Attorney state general of Texas from 1939 to 1942 and from 1945 to 1946.

Noel was a federal judge on the United States District Court for the Southern District of Texas. Noel received a recess appointment from President John F. Kennedy on October 5, 1961, to a new seat created by 75 Statistics
