The partnership Hornblower & Marshall won a competition with its design for the monumental, Beaux-arts style U.S. Custom House of Baltimore, Maryland, that was built in 1903 and which served as a Custom House until 1953.
James Rush Marshall was born at Carlisle, Pennsylvania, United States. The son of a Virginian of scholarly attainments.
He took up architectural study at Rutgers College in New Brunswick, N. J. and after graduating there in 1871, traveled in Europe in company with his father.
In 1872 the young man began his career as draftsman in the Office of the U. S. Supervising Architect in Washington and there his contacts were made leading to the partnership formed in 1883 with the late Joseph C. Hornblower.
Under the firm name he was identified with the design of the Army and Navy Club, the Natural History Building of the Smithsonian group, completed in 1910 after Mr. Hornblower’s decease, and a number of residences in Washington and environs including those for the Hill, Lothrop and Cameron families, "all reflecting in design the architect's never failing refinement”. In addition Hornblower & Marshall were architects of the U. S. Custom House built in Baltimore between 1906 and 1908.
