Giles County was created in 1809 out of Maury County, Tennessee. It is surrounded by the counties of Bedford, Lawrence, Lincoln, Maury, Marshall and the state of Alabama on its southern border. James was born on October 2, 1806, in Robeson County, North Carolina, United State. He was the son of Daniel and Sarah Smith McCallum. His family moved to Tennessee in the late 1810s.
James received little schooling but read law in Pulaski, Tennessee, and was admitted to the Tennessee bar around 1828.
From 1842 to 1861, James McCallum was clerk and master of the Chancery Court at Pulaski. He also at one time served in the Tennessee legislature.
There is no record of his service to the Confederacy in the early stages of the war. During the war, he served in the second Confederate House in 1864-1865, although he had not supported secession. He served on the Accounts, Medical Department, and Post Office and Post Roads Committees and was an administration supporter.
In 1870, he was made a director of the Pulaski Savings Bank. He held no postwar public office.
James McCallum was known as a member of the Tennessee state senate. He also served as a Representative from Tennessee in the Confederate Congress. McCallum introduced resolutions advocating government seizure of all vital railroads, the impressment of all gold and silver plate, and the reduction of currency to be followed by a new issue of treasury notes.

James was an elder in the Presbyterian church.
McCallum, who had been a Whig before the war, joined the Democratic party after the war.
James married Elizabeth Brown on February 14, 1829, and they had nine children, two of whom died in infancy.
