(Concentrated animal feeding operations (CAFOs) have gener...)
Concentrated animal feeding operations (CAFOs) have generated more land-use controversy than most rural areas have seen in decades. They often locate in communities that lack the planning and zoning tools to deal with their impacts. Matters are often complicated by state laws limiting local zoning authority over agriculture. This report examines the regulatory options open to rural communities, the practical challenges of acquiring needed expertise to evaluate proposed uses, and the environmental and social impacts that can be expected from this industry. It offers regulatory alternatives for local communities based on the realities of their own legal and enforcement capacities.

Wildfires are both dangerous and costly, yet people continue to build in wildfire-prone areas. This poses challenges for governments and planners, who must decide whether to permit development in such areas and how best to design developments that are allowed. This report explores both issues, outlining how knowledge of wildfire risks can be incorporated into comprehensive planning and identifying best practices for development in at-risk areas.

(New times have fueled renewed efforts to control—if not e...)
New times have fueled renewed efforts to control—if not eliminate—the pollution associated with industrial land uses. Growing public concern for the environment, coupled with industry's need to comply with new legislation at all levels of government, has driven scientific and engineering advances in the understanding of pollution and ways to control it. The planner's role in this effort is critical. This report examines industrial performance standards planners can use to prevent the pollution caused by high-tech industries such as plastics, electronics, and biotechnology. The report suggests industrial performance standards for pollution prevention and uses case studies to demonstrate the feasibility of the proposed standards. The case studies profile forward-looking companies that have established aggressive pollution prevention programs. The report also shows how to monitor and enforce standards and to staff pollution prevention programs. Includes a glossary of technical terms, a guide to technical assistance programs for hazardous waste reduction, and sample ordinances.
