James Clifford McNally was an American lawyer and diplomat.

James Clifford McNally was born on May 12, 1865 in Stratfordshire, England, United Kingdom. He was a son of Thomas and Mary (Moran) McNally. In 1868 his family moved to the United States. Based on his Baptismal record, he was born in 1863, not 1865. There is a discrepancy with date on gravestone.
Education
James Clifford McNally studied at Holy Ghost College, Pittsburgh as well as at St. Laurent’s College, Montreal, among others. In 1891 he received a Bachelor of Laws degree at the University of Michigan.
Career
From 1891 to 1893 James Clifford McNally practiced law in Salt Lake City. From 1983 to 1894 he was a United States commissioner. From 1894 to 1896 he served as probate judge by appointment of President Cleveland. From 1898 to 1899 McNally worked as a secretary at American Legation and consul general in Bogota, Colombia, in Guatemala City, Quatemala, from 1899 to 1900. From 1900 to 1902 he was a consul general in Guatemala City.
From 1902 to 1907 McNally was a consul in Liege, Belgium, in Nanking, China, from 1907 to 1910, in Tsingtau, China, from April 15, 1910 to April, 1914. He served as a vice and deputy consul in Kehl, Germany, from 1915 to 1916, and in Hamburg, from 1916 to 1917. Since 1917 he worked as a consul general in Zurich, Switzerland.
