Brown received a Bachelor of Science degree from North Carolina State University in 1965. Two years later he earned his Master of Science degree from the University of Arkansas. Also in 1972, James was given a Doctor of Philosophy degree from the University of Florida.
Brown began his career as an assistant professor of biology at Indian River Community College in 1970. Three years later he took a position of a fishery biologist at the United States Fish and Wildlife Service in Raleigh. Also James served as a fish and wildlife biologist at the same agency in Washington from 1976 to 1981. Since 1981 he has been a chief of the division of technical services at the United States Fish and Wildlife Service in Atlanta.
Brown is a member of the Society of Wetland Scientists, American Fisheries Society, Gamma Sigma Delta, Phi Sigma, Phi Kappa Phi and Sigma Xi.
On June 20, 1965 James Brown married Patsy Stevenson (Bowling) Brown. They have two children.
