Couger was born on October 20, 1929 in Olney, Texas, United States; the son of James Leroy R. Couger and Faye S. (Saylors) Couger.
Couger received a Bachelor of Arts degree in 1951 and a Master of Arts degree from Phillips University. In 1964, he earned his Doctor of Philosophy degree from the University of Colorado.
Couger was a lieutenant in the United States Air Force from 1951 to 1953. He began his career as a supervisor of industrial engineering at Hallmark Cards Inc. in 1953. Five years later James took a position of a chief of computer plans and controls at Martin Marietta Corporation.
In 1965 he became a Distinguished Professor of the information system at the College of Business of the University of Colorado. Also from 1988 he served as a director of the Center for Research on Creativity and Innovation at the same university.

1995Couger was a member of American Institute of Decision Sciences, Association for Computing Machinery, Association for Systems Management, Society for Management Systems, Data Processing Management Association and Association of Computer Programmers and Analysts.
On March 4, 1951 James Couger married Shirley Anne Thomas. They have four children.
