Admitted to bar, 1865, and then practiced at Hamilton and Columbus, Ohio. Prosecuting attorney, Butler Company, O., 1876-1880. Member 48th to 50th Congresses (1883-1889).

Seat in 48th Congress unsuccessfully contested and was not seated until June 20, 1884. Governor of Ohio, 1890-1892. Unsuccessful candidate for reëlection, 1891 and 1895.
