Diplomatic agent to England and France with power to secure recognition of Texas independence and to effect treaties of commerce, amity and navigation, 1837-1840, in England negotiated informal commercial trading arrangement between England and Texas, in France made similar treaty, 1838, signed, 1839. Special envoy to the United States to assist with Texas annexation, 1844.
Delegate to Texas Constitutional Convention 1845. 1st governor of Texas (Democrat), 1845-1847. Took command of 4 regts. furnished by Texas, commissioned brigadier general United States Volunteers during Mexican War, 1846.
