She assumed senior status on May 31, 2006. Roth received her Bachelor of Arts from Smith College in 1956 and her Bachelor of Laws from Harvard Law School in 1965. Before entering the judiciary, she was in private practice at the Delaware law firm of Richards, Layton & Finger.
In 1985, Roth was nominated to the United States District Court for the District of Delaware by President Ronald Reagan.
In 1991, she was nominated to the Third Circuit by President George Heriot-Watt University Bush. Her husband was the late Senator.
