Jay attended North Carolina State University in 1980, received a Master of Fine Arts degree from Syracuse University in 1988.
Jay worked as the curator of an exhibit, from 1980 till 1989, and has worked as a director since 1989 at the North Carolina Aquarium, Pine Knoll Shores.
He has been a member of American Zoological and Aquarium Association, Carteret Writers, Bogue Banks Lions Club (as president from 1994 till 1995).
Jay married on June 1, 1991, his wife’s name is Robin. They have two children: Heather, Lindsey.
