Fisher received a BA from Occidental College, Los Angeles (1971), and an MA from the Clark Art Institute of Williams College, Williamstown, Massachusetts (1975).
Since 1975 Fisher has been associate curator of prints, drawings, and photographs at the Baltimore (Maryland) Museum of Art. Previously, he served as an assistant in the Department of Prints and Drawings at the Sterling and Francine Clark Art Institute, Williamstown (1974-75), and as a curatorial aide at the J. Paul Getty Museum, Malibu, California (1971).
Fisher belongs to the Print Council of America, International Council of Museums, American Association of Museums, Washington Print Club, and, since 1978, has been president of the Print and Drawing Society of Baltimore. The curator won a Samuel H. Kress Foundation Fellowship in 1975 and Clark Art Institute fellowships in 1974 and 1973.
