Blais is a lifelong bureaucrat who has also worked for the Treasury Board Secretariat as Assistant Secretary of the Government Operations Sector, Assistant Deputy Minister of Cultural Affairs as well as Assistant Deputy Minister of International and Intergovernmental Affairs at the Department of Canadian Heritage and the CRTC as well as Executive Director of Broadcasting. He graduated from McGill University with a Bachelor of Civil Law and a Bachelor of Common Law, and then graduated with a Master of Laws with a focus in copyright, international trade, film and television policy from the University of Melbourne in Australia.
