Jeffrey Kenneth Stark was born on December 9, 1961, in Claremont, California, United States, to Jack Lee Stark and Jil Carolyn Harris Stark. Stark earned a Bachelor of Arts degree in economics from the University of California, Santa Barbara, in 1985.
