Kouh, Jen-Shiang was born on February 29, 1948 in Tainan County, Taiwan. Son of Lian-Jang Kouh and Shian-Lian Kouh-Liou.

Research assistant Sonder Forschung Bereich 98, Schiffstechnik & Schiffbau, Hamburg, Germany, 1979—1985. Associate professor naval architecture and ocean engineering National Taiwan University, Taipei, 1985—1992, professor engineering science and ocean engineering, since 1992. Director Industrial Knowledge Technology Research Center, Taipei, since 2001.
