Chang received a Bachelor of Science degree from National Chengkung University in 1991. Five years later he was given a Master of Science degree from National Taiwan University. Also in 2001, he earned his Doctor of Philosophy degree in Structural Geology from the University Paris VI.
Chang began his career as a research assistant at the Institute of Marine Geology and Chemistry of the National Sun Yat-sen University in 1993 and held it for a year. In 2001, he took a position of a postdoctoral fellow at the Institute of Geology of the National Taiwan University and in the Department of Earth Sciences at the National Chengkung University. The same year Chung-Pai was a postdoctoral fellow at the Center for Space and Remote Sensing Research at National Central University. Then two years later he was appointed an assistant professor and an associate professor in 2006 at the same center, where he worked until 2012.
In 2007, Chang became a director of Research Promotion Division in the Office of R&D at the National Central University and held it for three years.
Since 2012 he has been a professor at the Center for Space and Remote Sensing Research of the National Central University. Also since 2013 Chang has served as a deputy dean in the Office of R&D at the National Central University. In addition, he was a director at the Center for Space and Remote Sensing Research of the National Central University from 2016 to 2017.
Chang is a member of the Institute of Electrical and Electronics Engineers, American Geophysical Union, Geological Society of China, Chinese Geophysical Society and Jhong-Li Road Running Association.
