Hsu Jen Tsing recieved his early education in his native province.
After passing the Imperial examinations of the province Mr. Hsu served as secretary to several high Government officials. Hsu Jen Tsing was appointed to several high positions in Guangdong province. In 1921 he joined the office of the military commissioner in Shanghai where he served until 1931, when he was appointed director of the Chapei Public Works Department. Mr. Hsu held the following posts: counsellor of the Ministry of Finance, adviser to the Cabinet, adviser to the director of military rehabilitation of Zhejiang, adviser to the Governor of Zhejiang, adviser to the Wusong Bureau of Commercial Development.
