Alexander graduated from the Faculty of International Relations of the Moscow State Institute of International Relations of the USSR Ministry of Foreign Affairs (1979). He speaks English, Serbian and Croatian.
Since 1979 he worked in the USSR / Russian Federation Ministry of Foreign Affairs at various posts in the central administration and abroad. Since 1997 he worked as the Counselor-Ambassador of the Russian Embassy in the Republic of Croatia.
In 2002-2008 Deputy Director of the Third European Department, in 2008-2009 - the Ministry of Foreign Affairs Fourth European Department of the Russian Federation; at the same time since 2004, he was the special representative of the Minister of Foreign Affairs of the Russian Federation for the Balkans.
On the 1st of September, 2009 appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Bosnia and Herzegovina. Has the diplomatic rank of the Extraordinary and Plenipotentiary Envoy of the 1st class (23.4.2008).
He is married and has a son.
