Jennifer Watson was born on July 11, 1949, in London, United Kingdom, the daughter of William John Moore and Anne (Watson) Moore. She was raised in a family of Scottish origin and developed early interests in communication, administration, and organizational development.

Watson began her career as a secretary at Standard Life Assurance in Glasgow, Scotland, where she worked from 1965 to 1970. She continued in a similar position at Crouch & Hogg, Consultants, Glasgow, from 1971 to 1973.
She later joined the Eclipse Group in Glasgow, serving as assistant to the joint managing directors from 1978 to 1981. Her responsibilities expanded, and she became personnel manager between 1982 and 1984. In 1985 she was appointed marketing manager of the Eclipse Group, a role she continued to hold.
Alongside her corporate work, Watson was a lecturer at the University of Glasgow from 1987 to 1991, teaching in areas related to business administration and marketing.
