Juang, Jer-Nan was born on July 21, 1945 in Touliu, Republic of China. Came to the United States, 1970. Son of Chiung-Yeh and Sue-Tang (Young) Juang.

Master of Science in Engineering Mechanics, Tennessee Technological University, Cookeville, 1971. Doctor of Philosophy in Engineering Science and Mechanics, Virginia Polytechnic Institute, 1975.
