Ogden was born on May 27, 1943 in Cornwall, New York, United States; the son of Clair Fuller Ogden and Ann (Boyan) Ogden.
Ogden received a Bachelor of Arts degree from Dartmouth College in 1966. Twelve years later he earned his Master of Public Administration degree from Harvard University.
Ogden began his career as a commissioned officer at the United States Foreign Service. In 1973, he took a position of a consul at the United States Foreign Service in Hong Kong. In 1975, Jerome became the 1st secretary at the United States Liaison Office of the United States Foreign Service in Beijing, where he worked until 1977.
Also he served in the State Department of the United States Foreign Service in Washington from 1978 to 1981. In 1981, Ogden was appointed the United States consul general at the United States Foreign Service in Guangzhou. Two years later he held a position of a deputy director at American Institute in Taiwan. In 1986, Jerome became a deputy assistant secretary of the United States Department of State, where he served until 1991.
In 1992, he was appointed the United States consul general in Shanghai, where he worked until 1994. In addition, Jerome taught at Shanghai International Studies University and lectured on American foreign policy in the university's International Affairs Department.
Ogden is a member of American Foreign Service Association.
On December 18, 1969 Jerome Ogden married Laura Chiang. They have two children.
