John Hare was born on October 17, 1816, in Philadelphia, Pennsylvania, United States, the son of Robert Hare of Philadelphia, a noted chemist, and Harriett (Clark) Hare of Providence, Rhode Island.
After graduation with honors from the University of Pennsylvania in 1834 John studied chemistry for nearly four years, two of them in Europe, before studying law.
In 1841 John Hare was admitted to the bar. His family connections, his unusual personality and culture, his evidently exceptional abilities, promised him an outstanding record in practice, but he inherited sufficient wealth to permit his acceptance of the less remunerative but more attractive honors of judicial office. In 1851 he was elected as a Whig to the district court of Philadelphia, wherein he served for twenty-four years, first as an associate and after 1867 as presiding judge. In 1875 he became president judge of the city court of common pleas, from which he resigned in 1896 because of ill health.
Hare's election to the offices of vice-provost, 1862-1883, and provost, 1883, of the Philadelphia Law Acadamy expressed the honor in which he was held by the bar. He served for forty-five years without reproach, with great industry and unvarying conscientiousness, lending to every lawyer before him a steady and even indulgent attention. His judicial conduct and his judgments were rigidly aloof and impersonal. He held, naturally, the admiration and affection of the bar, upon which he exerted a profound influence.
He ascended the bench just after equity was introduced, as a general system, into Pennsylvania, and his contribution to its establishment was of great importance.
Hare edited, in collaboration with Horace B. Wallace and successors, a number of collections of cases - all with additional notes and American citations - that enjoyed high repute and went through many editions; these included: J. W. Smith’s Selection of Leading Cases on Various Branches of the Law (2 vols. , 1847); F. T. White and O. D. Tudor’s Selection of Leading Cases in Equity (2 vols. , 1849-1851); and Reports of Cases in the Courts of Exchequer and Chancery (1853).
Perhaps Hare's most notable opinion was that in Borie vs. Trott, reprinted as Opinion upon the Constitutionality of the Acts of Congress of February 5, 1862, Declaring the United States Notes "Lawful Money” and a ‘‘Legal Tender” (1864). He also published “The Legal Tender Decisions” (1871); “The Ethical Basis of Jurisprudence” (1877); “Certain Points of Distinction between the English and American Constitutions” (1880); Notes of a Course of Lectures on Contracts (1882). Many of his judicial opinions may be found in the Legal Intelligencer of Philadelphia, and in the other repositories of Pennsylvania local reports.

Hare also served as a trustee of the University of Pennsylvania, 1858-1868.
Hare was a member of the American Philosophical Society.
On and off the bench Hare was characterized by gentle manners, sympathy, modesty, a perfect and equal courtesy toward all persons whatsoever, and an impressive dignity - though he was too kindly to be austere. His mind was astute and subtle, patient and precise, broad in outlook, retentive. Eminent as he was in ability and in scholarship, he showed no dogmatism or intellectual pride, nor any ostentation of learning. All his life he was keenly interested in politics and public problems, and read general literature omnivorously.
On November 16, 1842, Hare married Esther Coxe Binney, daughter of Horace Binney.
