The leading American Engineering Schools have long needed a text-book on the subject of theL aw of Contracts andE ngineering Specifications. In the absence of any such text, this department of engineering practice has received scant and meagre treatment at the hands of these schools. This work has been written primarily to serve this purpose. After it was completed, however, it seemed to the author it might prove of value to the profession at large and also to contractors, especially those portions of it treating of theL aw of Contracts and of the General Clauses inS pecifications. While the author makes no pretension to a knowledge of law, he has read the standard authors on this subject, and has for some years lectured on contracts and specifications to his engineering students. He has tried to follow strictly the recognized authorities in all he has said in this work, and while he thinks his synopsis may serve as a good general guide to the fundamental principles of the subject, he recommends that the reader refer all important particular cases to his attorney, or else consult the standard works themselves. If a single volume is desired containing a general review of theL aw of Contracts, the layman can not do better than obtain that of John D. Lawson, of theL aw Department of theM issouri State University. A nother similar, and perhaps better work for the young lawyer, is that of J. P. Bishop; while Parson sthree-volume work is the recognized standard authority for the lawyer. (Typographical errors above are due to OCR software and don't occur in the book.) Johnson was born on June 11, 1850, on a farm near Marlboro, Ohio, one of the seven children of Jesse and Martha (Butler) Johnson. Both his parents were descendants of Quakers who went to Ohio from Virginia in 1820. In 1866 the family moved to Kokomo, Indiana.
After one year of high school in Kokomo, Indiana, Johnson entered Howard College. After a short time there he went to the normal school conducted by Alfred Holbrook at Lebanon, Ohio, where he graduated about 1868. In 1874 he entered the University of Michigan, from which he was graduated as a civil engineer in 1878.
Johnson taught in elementary schools at various places in Indiana and Ohio from 1869 to 1872, was principal of the New London (Ohio) high school and later of that at Kokomo, and in 1872 went to Indianapolis as secretary of the school board and instructor in the high school there. He was employed by the United States Great Lakes Survey for three years, and then for two years was an assistant engineer with the Mississippi River Commission. In this connection he made several suggestions for flood control on the Mississippi that were later used with some success. In 1883 he returned to teaching and joined the faculty of Washington University at St. Louis as professor of civil engineering. He remained there for sixteen years, and during this period published a number of books: A Manual of the Theory and Practice of Topographical Surveying by Means of the Transit and Stadia (1885); The Theory and Practice of Surveying (1886); The Theory and Practice of Modern Framed Structures (1893), with C. W. Bryan and F. E. Turneaure; Engineering Contracts and Specifications (1895); and The Materials of Construction (1897).
During the years 1892-1895, for the Division of Forestry of the United States Department of Agriculture, he made in the laboratories of Washington University the earliest extensive and thorough investigations into the strength of timber. His series of tests established dependable values for the working strength of timber of all grades, thus, incidentally, permitting the marketing of many classes of timber previously considered worthless. In 1899 he was selected to fill the newly created position of dean of the College of Engineering of the University of Wisconsin, where for the short time remaining to him he enjoyed great success. He was largely responsible for the construction of an engineering building at the University, and the number of engineering students there was doubled during his term. He died suddenly in 1902 as the result of an accident at his summer home, Pier Cove, Michigan.

Johnson was largely instrumental in the formation of the Society for the Promotion of Engineering Education in 1893; he was secretary of the Society during its first two years and president in 1895. The work of the committee on industrial education, of which he was chairman, is considered one of the most important results of the formation of this society.
On November 12, 1878, Johnson was married to Phoebe E. Henby of Wabash, Indiana.
