John E. Owens was born on June 13, 1948, in Widnes, Halton, United Kingdom. He is a son of William Thomas Owens, a grocer, and Catherine (Jones) Owens, a shopkeeper.
Owens graduated from the University of Reading as a Bachelor of Arts with honors, in 1973. For 2 years from that year, he attended the University of Warwick. Owens obtained his doctor's degree from the University of Essex in 1982.
Owens started his career at the Polytechnic of Central London (now the University of Westminster) at the position of a lecturer in 1978, staying there for 7 years. For a year from 1985, he worked at the University of Essex in Colchester as a lecturer in government. Owens then joined the University of Westminster again, where he began his work as a senior lecturer in political science in 1986, rising to a professor of Government and Politics in the Centre for the Study of Democracy at that educational institution. He still holds that position. Additionally, Owens was a visiting fellow of Economic and Social Research Council of Data Archive of the University of Essex, during 3 periods of time - from 1984 till 1985, from 1986 till 1987 and from 1993 till 1995.
He is a contributor of articles and reviews to periodicals, including Roll Call, Critical Social Policy, Social Studies Review, British Journal of Political Science and Political Studies. He is also a book editor for the American Politics Review.
Owens conducts research, concerning such themes as the American Congress, the presidency and Congress and Congressional bicameralism. Owens is a current faculty Fellow in the Center for Congressional and Presidential Studies at the American University in Washington and at the Institute for the Study of the Americas at University College of London. In addition, he is a frequent commentator in the media on contemporary United States government and politics.

1998Owens is an executive committee member of the International Political Science Association's Research Committee of Legislative Specialists, a former chair and vice-chair of the American Politics Group of the British Political Studies Association, as well as a former chair of the Political Studies Association's Richard Neustadt Prize Committee and of the Southern Political Science Association's Phi Sigma Alpha Best Paper award committee.
Owens is married to a woman named Margaret Patricia since October 1, 1971. The marriage produced 2 children - Daniel Scott and Rachel Hannah.
