After education, John Rhodes Jr. enlisted in the United States Army Air Corps. He served at the Williams Air Force Base in Mesa, where he was an executive officer for two years. While there, he developed his love of Arizona. Rhodes retired as a lieutenant colonel, moved to Mesa, and founded a law firm. He was a partner in the law firm of Rhodes, Killian & Legg in Mesa in 1946-1952, and also he held the position of vice president of Farm and Home Life Insurance in 1951.
Becoming active in politics, John Rhodes Jr. ran for office in 1952 and became the first Republican candidate from Arizona's 1st district to win a place in the House of Representatives. He successfully remained in office for the next fifteen terms, from 1953 to 1983. Rhodes dealt with committee assignments such as the Education and Labor in 1953-1959, Interior and Insular Affairs in 1953-1959, Appropriations, on which he became a ranking minority member of the Public Works and Defense Subcommittees in 1959-1973, Budget in 1974-1975, and Rules in 1981-1983. Moreover, he served as a member of the Arizona delegation to several Republican National Conventions, a Barry Goldwater's personal representative on the Platform Committee in 1964, a chairman of the Platform Committee in 1972, and a Permanent Chairman of the Convention in 1976 and 1980. Rhodes also was Minority Leader from 1973 to 1981 and a chairman of the House Republican Policy Committee from 1965 until 1973.
After retiring from office, John Rhodes Jr. worked as an attorney for Hunton & Williams until 1997, and in 1984-1992, he served as a member of the board of overseers at the Hoover Institution. As a writer, he was the author of The Futile System: How to Unchain Congress and Make the System Work Again and John Rhodes: I Was There.
John Rhodes Jr. was a notable politician. He was the first Republican candidate from Arizona's 1st district to win a place in the House of Representatives, where he served for thirty years. In 1971, Rhodes became the Man of the Year by the United States Reclamation Association, and in 2003, received the Congressional Distinguished Service Award. Besides, Rhodes Junior High School in Mesa was named in his honor.
John Rhodes Jr. was a conservative who favored reducing government regulations and increasing budgetary fiscal responsibility. He was an admirer of Nixon and would later say that approaching the disgraced president to tell him that he should resign was the most complicated thing he ever did while in government. Besides, Rhodes supported the favor of the Civil Rights Acts of 1957 and 1960, as well as the 24th Amendment to the United States Constitution and the Voting Rights Act of 1965.
