After an early education in Hasbrouck, N. J. he studied architecture at Cornell University.
Starting practice in Jersey City in 1900 Mr Rowland planned a number of important buildings, including the Harry Moore School for Crippled Children; Labor Bank Building in Journal Square; nine units of the new Medical Center; Duncan Arts Apartments, and several smaller commercial buildings. While serving as Architect to the City Board of Education he designed four of the local High Schools, twenty-four Grade schools and also a number of Parochial schools.
