Studied at Kent House Grammar School. King’s College London. Land owner and part proprietor of newspapers in Australia.
Writer to the Signet W. Commissioner to Amsterdam Exhibition, 1883. Indian Colonial 928 Exhibition, 1886.
Represented Tasmanian Government, Berlin Telegraph Conference. 1885; carried Imperial Penny Postage Scheme, 1898. AngloAmerican Penny Postage, 1907.
Came into operation, 1908. Introduced telegraph money orders in England. Parcel post to France, etc.
Freedom of the City of London in a gold casket conferred on him 20 July 1899. Freedom of the city of Canterbury in a silver casket, 1899. Has declined Knight Commander of St. Michael and St. George four times. Member of Parliament (Conservative) Canterbury 1885,1886, 1892, 1895,1900, and 1906, the last four occasions unopposed.
