Representative Iron Masters of New England, 1850-1851. Practiced law, Washington, District of Columbia, 1851-1861. Chief clerk United States Patent Office, 1861-1865.

Secretary National Association of Wool Manufacturers, 1865-1869, editor of its Bulletin, 1869-1887. Headed United States Tariff Commission, 1882-1883. Wrote and studied in field of tariffs, 1883-1887.
