Background
Joji Hayashi was born in 1889. He was the second son of Yuzo Hayashi, who was Agriculture and Commerce Minister. He is a cousin of the late Tsuna Takeuchi, father of ex-Prime Minister Yoshida.

He graduated from the Law School, Tokyo University (1918) and was elected a member of the Kochi Prefectural Assembly.
Elected to the House of Representatives ten times (since 1930). Served as Chief Cabinet Secretary and Welfare Minister under Prime Minister Shigeru Yoshida (1948).
Belonged to the Seiyukai Party and, after the war, to the Liberal Party.
