Tagami Joji was born in January 12, 1907 in Mishima, Shizuoka, Japan.
Tagami studied under special guidance and protection of his parents.
Tagami became instructor at Tokyo University of Commerce in 1935, assistant professor in 1938 and professor in 1942. He joined the Constitution Investigation Council of the Liberal Party and advocated constitutional revision and rearmament. Joji was a member of Committee of Public Servants System Investigation Council, as well as of Judicial Examination Council.
