Sotaro Takase was born on March 9, 1892 in Shizuoka, Japan.
After graduating from Tokyo Higher Commercial School (1916) proceeded to Europe for further studies (1918).
Upon his return rejoined his alma mater as assistant professor (1923), to become professor (1927). Was conferred a doctorate in commercial science (1933). Later was inspector of Ministry of Education and president of Tokyo University of Commerce. Entered politics after the Japanese surrender and was elected to Diet on a Ryokufukai Party ticket, and was in turn director of Economic Stabilization Bureau, Minister of Education, then of Ministry of Commerce.
