Peterson was educated in Central School of SMF in Matadi in the Democratic Republic of Congo. There he studied at primary and secondary school. Then Jose moved to France, where he graduated in science administration and finance.
Peterson worked as an administrator of civil accountant in Matadi. He served as a professor from 1943 to 1947. Also Jose held a position of a clerk at Belgian company. Then he worked in colonial administration in provinces, including Uige, Nzeto, Luanda and Makela do Zombo. After that Peterson went into exile to the Democratic Republic of Congo, where he started his political career in the Union of Angolan Population. There he was appointed an administrative secretary, helping to organise new branches and taking on special missions into Northern Angola. He was put in charge of security.
