Jose Luis Villegas was born in April 1960 in El Paso, Texas, United States.
In 1983 Jose Luis Villegas graduated from the University of San Francisco.
From 1987 to 1993 Jose Luis Villegas was a photographer for San Jose Mercury News. In 1993 he became a photographer for Sacramento Bee. He has also worked at the Los Angeles Daily News, Arizona Daily Star, and Community Edition of the Orange County Register. In 1999, José was a contributing photographer in the Edward James Olmos project Americanos. His photographs are part of the Americanos traveling exhibition.
He co-wrote The Life and Times of a Latin Baseball Player with Bee reporter Marcos Breton. They idea for the book bloomed from a story on baseball in Latin America that they were working on for the Bee. They received an Alicia Patterson Foundation grant to make a book from the story. They researched their book in Puerto Rico, the Dominican Republic, Cooperstown, New York, and at the ball club of the Oakland A’s. Villegas is also a co-author of Far from Home: The Latin Baseball Story.
In 2002 Cinco Puntos published Home Is Everything: The Latino Baseball Story which features José's photographs and written by Marcos Bretón.

2000Jose Luis Villegas is married. His wife's name is Ruth. They have three children.
