The 1986 Tax Reform Act was a major overhaul of the federal tax system, and was achieved in spite of predictions by political pundits that it would never happen. Minarik's book assesses the congressional and Treasury Department tax proposals that were included in the tax reform debate in light of economic imperatives, political restraints, and real-world prospects of becoming law, and shows how the tax package had to be constructed-and sold to U.S. taxpayers-in order to succeed.
