Both kinds of midwives currently face challenges arising from within the profession and from massive, rapid changes in the health care system. Rooks believes that maternity care and childbirth in America can, and should, be better than it is today, and offers steps to take in that direction.

In 1963 Judith P. Rooks received a Bachelor of Science degree from the University of Washington, Seattle. In 1967 she obtained a Master of Science degree from the Catholic University of America. In 1974 Rooks gained a Master in Public Health degree from the Johns Hopkins University.
From 1963 to 1964 Judith P. Rooks was a staff nurse at the King County Hospital in Seattle. In 1964 she was appointed a staff nurse at the Sacred Heart Hospital in Spokane. In 1965 she became a staff nurse at Clinical Center at the National Institutes of Health in Bethesda, Maryland. From 1967 to 1969 Rooks was an assistant professor of nursing at the San Jose State College (now San Jose State University) in San Jose. From 1970 to 1978 she worked an epidemiologist at the Centers for Disease Control and Prevention in Atlanta. From 1978 to 1979 Rooks was an assistant professor of obstetrics and gynecology at the Oregon Health Sciences University in Portland.
From 1979 to 1980 Judith P. Rooks was an expert for Office of Population Affairs and Office of the Surgeon General at the United States Department of Health and Human Services, Washington, D.C. From 1993 to 1994 she was a member of the Community Children and Youth Services Commission of Multnomah County, Oregon. From 1996 to 1997 she was a member of the Pacific Council on International Policy. From 1999 to 2002 Rooks was a director of Evidence-Based Symposium on the Nature and Management of Labor Pain at the New York Academy of Medicine and Maternity Center Association (now Childbirth Connection).
Rooks was a participant in field work around the world, including Somalia, China, Nigeria, Tanzania, Brazil, Ghana, Sri Lanka, Nepal, Thailand, Turkey, Swaziland, Pakistan, Tunisia, the Philippines, Kenya, Morocco, Kazakhstan, Indonesia, and Ukraine. She was a consultant to Maternity Center Association, Carnegie Foundation for the Advancement of Teaching, and Population Council.

1997In December 1964 Judith Pence married Peter Geoffrey Bourne. In March 1972 they divorced. On September 21, 1975 she married Charles Stanley Rooks. They have a son, Christopher Robert Rooks.
