Julio attended the Universidad Católica Andres Bello, License in Letters (summa cum laude) in 1980. Then, he attende Georgetown University, where he got M.S., in 1982, and Ph.D., in 1986.
From 1983 to 1986, Julio worked in the Georgetown University, in Washington, DC, as a lecturer. Then, from 1986 to 1987, he worked at St. Lawrence University, in Canton, New York, as a visiting associate professor. At the University of Wyoming, in Laramie, Julio was an assistant professor of Spanish, from 1987 to 1989, and at the University of Colorado at Boulder, as an associate professor of Spanish, from 1989.
Julio was a member of Modern Language Association of America, American Association of Teachers of Spanish and Portuguese, Cervantes Society of America, and Associacion Comediantes.
Julio married Obdulia Castro, on August 2, 1980. They had one child, Diego.
