Shinobu Jumpei was born in 1871, Tottori Prefecture, Japan. The eldest son of Joken, a scholar of Chinese classics.
Graduated from Tokyo Higher Commerce School (1894).
In 1894 he became an official of the Foreign Office and served in Europe and the United States as a secretary and counselor. After leaving the diplomatic service, he was appointed instructor at Waseda University and then editor-in-chief of the Shin-Aichi Shimbun (newspaper) in Nagoya.
