Juntarō Yamaguchi was born in 1913, in Niigata Prefecture, Japan.
In 1936, Juntaro Yamaguchi graduated from Economics Department of Tokyo University.
In 1936, Juntaro Yamaguchi entered Niigata Steel Works and served as a private secretary to the president. In 1942, he was an appointed president of Hokuetsu Denka Kogyo (Electrification Industry) Company and director of Hokuetsu Bank. He assumed additional post of auditor of Niigata Steel Works. In 1950, he was an appointed vice-chairman of Nagaoka Chamber of Commerce & Industry. In 1951, he became a director of Japan Chemical Industry Association.
