He continued his education enrolling in the Ludwig Maximilian University in Munich in 1974. He received his Doctor of Philosophy in art history with distinction from the university.
Partenheimer became an artist in residence at the Museum of Abstract Art in Cuenca, Spain, in 1972. In the year 1977 the artist moved to Düsseldorf, and two years later he had his first one-man exhibition at the Richard Demarco Gallery in Edinburgh. In 1980-1981 he took part in the XI Paris Biennial, France, and XVI São Paulo Biennial, Nucleus I, Brazil.
Concurrently with his career as an artist, he served as a visiting professor in Montréal in 1982, and he was appointed a guest lecturer at the San Francisco Art Institute, California, a year later. During this time his first paper collages were created. During 1983-1986 he taught at academies in Dusseldorf, Davis (California) and Houston. In 1986 Partenheimer participated at XLII Venice Biennial.
In 1987 Jürgen Partenheimer's watercolours acquired a predominantly graphic character, while he also assayed techniques of graphic design. His sculptures, which were created since autumn 1991, formed a distinct group of works. From 1987 until 1990 he worked as a professor at the Rijksakademie in Amsterdam, and in 1991 he became a guest lecturer in Edinburgh. The same year his poetic manifesto De coloribus - Notes on colour, was published.
Partenheimer held numerous solo and group exhibitions, including National Gallery Berlin, 1988; Hamburger Kunsthalle, 1990; Kunstmuseum Bonn, 1994; Stedelijk Museum Amsterdam, 1997. In 2002 an overview exhibition was held at the S.M.A.K. in Gent, Belgium. During 2004-2005 retrospective exhibitions were organized at the Museum am Ostwall in Dortmund, Germany, and the Pinacoteca Do Estado in São Paulo, Brazil. During the 2000s he was a participant of a number of exhibitions.
